Stellaris downloaded mods not showing up in mod list

I install mods via Steam workshop. They show up in the Launcher. I activate them. So I unsub from my mods, resub, reinstall Stellaris, oh..

Now a different 4 are being recognized. Because clearly despite them being active according to the launcher, they're not active in-game. I dunno, I think I have some sort of idea of what happened. So it turns out I have two steam directories.

One on my C: drive and one on my I: drive. Stellaris was installed on my C drive, but there were still filles leftover on the I drive even though I uninstalled it from there. I did a full wipe from my I drive just now removing everything related to stellaris and hopefully we will see if this fixes it.
