On that page you will see the family organizers credit card number and an area to enter the 3 digit security code. Enter the 3 digit code for the family organizers credit card and you are good to go Apr 6, PM. This is not a bug but rather and extremely weak message that has nothing to do with what the device is asking for.
What you should be entering here is the "password" associated with the Apple ID that is currently logged into the device showing this message. When that's done you will get a screen asking for your CC's security code. Enter that and you should be good to go.
Finally, tap Done to finish adjusting the settings. Now head back to the App Store and try to download any free app. You may have a bigger issue with your Apple ID that only Apple can fix it.
